Improving VET leadership in Serbia at their EQAVET peer review

The peer review was the opportunity for the Serbian Ministry of Education to reflecton their national quality assurance framework for VET schools and the new approach to training VET principals

The Serbian Ministry of Education hosted their peer review on 3-4 April 2025 in Belgrade, focusing on VET leadership, including the competences expected of VET school principals, the national training and licensing process, and the development of a quality culture in VET schools. Nine EQAVET Network members from Greece, Portugal, Slovenia, Spain and Slovakia acted as peer reviewers.

Serbia’s new Strategy for the Development of Education by 2030 includes a commitment to reform education and training and to improve the quality of VET, as 74% of school students take a three- or four-year initial VET programme (EQF Levels 3 or 4). Serbia has a national quality assurance framework with both mandatory self-assessment and external assessment processes, as well as a new national approach to the training of VET school principals.

The peer review was the opportunity to discuss the role and assessment of school principals, the level of autonomy given to VET schools, the specific needs of VET schools for quality assurance, the support offered in their evaluation, the importance of data as well as the increase of dual training demand.
